In the IEP world, hearing defects, or as IDEA calls it, possible “Hard of Hearing” eligibility, is considered a low-incidence eligibility category. That means that this eligibility category is somewhat rare and special funding is set aside for these students to access equipment and other tools they may need to access the general curriculum.
