After a long day under the El Paso sun, the agents are ready to get a closer look at the detention facility they've been watching. But getting inside requires something more difficult than breaking down a door: navigating government bureaucracy.

Fortunately, Andy Banks has a badge, a plausible excuse, and just enough confidence to get himself into trouble.

Once inside, he discovers that the paperwork is a mess, security is questionable, and the staff are surprisingly accommodating. For a place trafficking in suffering, it's all remarkably banal.

But behind the machinery of government, Andy is beginning to see the shape of the atrocities this facility seems custom-built to hide.
