The ending of a public sector pay deal is a significant milestone in the diary of Kevin Callinan, the general secretary of the Fórsa trade union. As the chief negotiator on behalf of public sector trade unions, he faces the small task of securing a framework to satisfy 417,000 civil servants. The most recent public sector pay deal expired last week, with negotiations for a new agreement failing to launch.
