Ep. L293: France's Student Revolt Exposes a Deeper Debt Crisis
Highlights
- France faces its largest student protests in decades, with hundreds of schools closed and thousands detained.
- Years of real-terms funding cuts left classrooms overcrowded just as a 2010 fertility spike reached high school.
- With public debt above the size of its economy, Paris has little room to meet students' demands.
France is struggling to contain its biggest student protests in decades. What began in late September as a modest show of support for striking teachers at a high school north of Paris has snowballed into a national crisis. On Tuesday, the interior ministry estimated that around 256,000 people marched nationwide, including 56,000 in Paris, though a high school student union put the figure closer to 450,000. Hundreds of schools have been forced to close, and more than 6,000 people, most of them minors with no criminal record, have been taken into police custody over the past few weeks.
The grievances, however, are long-standing. A fertility spike in 2010 has pushed more teenagers into secondary schools that have endured years of real-terms funding cuts. Those schools now employ fewer teachers than in 2008, despite enrolling an extra 250,000 students, and 70% of public-sector classrooms hold more than 30 pupils. Students insist they are not asking for much: simply an education system that allows them to learn.
The movement took a darker turn late last week, when the interior minister described a shift from student protest to urban violence and some 2,000 people were detained in a single day. Prime Minister Sébastien Lecornu told the National Assembly that 215 students and 85 education staff had been injured, while rejecting claims that the government had ordered police to crack down. Talks between the education minister and student leaders ended without agreement, and critics have described the official response as slow and tin-eared.
What makes the crisis harder to defuse is the state of the public finances. France's public debt exceeded $4 trillion in June, more than the size of its economy, and the government is trying to pass a 2027 budget that narrows the deficit to around 5% of GDP through painful belt-tightening. Last week, the country's 10-year bond yield briefly topped 5%, its highest since 2002, and the gap with German yields widened to levels last seen in 2012. Economists warn that, given France's size, the turmoil could spill over to the rest of the eurozone, particularly if next spring's presidential election brings in a government less committed to fiscal discipline.
