Universities are feeling hard-done-by, after government funding for in-school teacher training heavily favoured a new-comer headed at the time by the chair of the Teaching Council. The Teachers' Institute was allowed to triple its intake of school-based teacher trainees this year, while universities' attempts to grow were knocked back in what they say was a shambolic and messy process.
