Andrew asks whether a culture intended to restore discipline and merit is instead making military officers increasingly reluctant to deliver unwelcome advice.


Finally, Andrew makes the case that the readiness leak should be understood as a warning about the health of civilian-military relations. If senior officers believe professional objections are being ignored or punished, he argues, the greatest danger is not disobedience but a Pentagon in which uncomfortable truths can no longer travel safely upwards…
