He cites extreme-weather records peaking in the 1930s and references Heartland’s Climate Change Reconsidered and Roger Pielke’s datasets as showing little detected change in many extremes. Harris then describes organizing local activists, using Saul Alinsky’s Rules for Radicals, rehearsing questions, and bypassing media censorship to challenge municipal climate policies.
