Cities and other local governments aren’t required to go through a formal procurement process to join the TML Risk Pool because they are essentially self-insuring when they do so. That being said, many do for various reasons. And when they do, local officials should be aware of various industry tactics to ensure an apples-to-apples coverage comparison.
