Dr. John W. "Rick" Richards Jr. is the Georgia developer behind ELLY ("The Elector List"), a voter-roll checking tool he's been introducing to election officials in 2026.

Who he is: A retired family physician, U.S. Army veteran, medical educator, and serial entrepreneur based in the Augusta area. He grew up in Kershaw, South Carolina, and taught at the Medical College of Georgia before going into business. (kimmonson) (stewardsofgacoast)

What ELLY is: It's the successor to his earlier program, EagleAI. Starting in 2025, EagleAI split into two platforms: ELLY for counties and activists, and Psephos for states. Richards Jr. heads ELLY, while his son, John W. Richards III, leads Psephos. It pulls from public sources like property tax records, address changes, obituaries and voter rolls, drawing on more than 20 sources in all. It's offered free to county election offices and active registered voters. (campaignlegal.org +3)

Officials in Missouri, North Carolina and Rhode Island, plus Georgia, where he gave a nearly hourlong presentation to the state election board, urging it to require counties to use ELLY, and introduced it as an alternative to ERIC, the multistate voter-data network. The debate: Richards frames ELLY as a neutral, data-driven tool for spotting discrepancies and ineligible registrants, and supporters like North Carolina activist Jim Womack say it includes modifications and enhancements over EagleAI.
