While the stock ban carries bipartisan appeal, critics point out that it leaves out the President entirely. Furthermore, House leadership attached the SAVE Act provision to the bill, mandating strict photo ID and birth certificate proof-of-citizenship requirements for all federal elections. This addition raises serious concerns about voter access—especially for married or divorced women with changed last names—and makes the entire package virtually dead on arrival in the Senate.
