On May 1, 2026, the federal government introduced co-payments on the Interim Federal Health Program. Ninety days later, at 12:01 a.m. on July 31, five categories of benefit were moved from the Supplemental grid to the Basic grid, where co-payments do not apply. There was no vote, no debate, and no ministerial announcement I could locate. The change was delivered in a two-page bulletin from the program's insurance administrator to its registered providers.
