Ryan discusses the story of Hope Hicks, the public pressure that followed, the role of Maritime Legal Aid, the involvement of Congress, and the changes that became part of the Safer Seas Act. He also explains why this matters beyond commercial shipping, including what yacht crew should understand about jurisdiction, flag structures, vessel arrest, insurance exclusions, sexual assault as a maritime injury, and the importance of documenting and reporting abuse.
This final chapter is about survivor courage, legal action, institutional pressure, and the uncomfortable truth that systems rarely change because they simply decide to do better. They change when people speak up, document what happened, connect the dots, and refuse to let the truth disappear.
