Why are the Cannabis stocks jumping up nearly 50%? Are they finally going to legalize weed in the US? Or is this just another dog-whistle?

Last week, this administration said that we may see an executive order that reschedules cannabis and removes some of the restrictions.  Is this the path to legalization? Or is this just a small pit-stop on the road to some other crazy outcome?
