89: Using Business Process Improvement to Address Procurement Challenges in Guam

The Government of Guam (GovGuam)— along with many other states, territories, and freely associated states — experiences challenges with procurement, which were illuminated by the COVID-19 pandemic response. To improve their small purchase procurement process, GovGuam invested time and resources into business process improvement (BPI), forming cross-agency leadership and project teams with key staff from the Guam Department of Public Health and Social Services (DPHSS), the Office of the Governor of Guam, and other government agencies to inform decisions.
