The bill—introduced by Sen. Ted Cruz (R) and Sen. Maria Cantwell (D)—aims to create a national framework. Major provisions include:

✅ 1. Protect Athlete Compensation

• Athletes can:
  • Earn money from legitimate NIL deals.
  • Participate in revenue sharing from schools.
• But:
  • Fake NIL deals (pay-for-play via boosters) would be restricted.

  • ✅ One unrestricted transfer
  • ✅ Additional transfers allowed only if:
    • Coach leaves
