Germany has more than 148,000 people wanted on arrest warrants, and 87% of them don’t hold German citizenship, according to new figures from the German Interior Ministry. Only about 11% are German-only citizens. Romanians and Poles make up the largest groups. What does this say about Germany’s immigration and border policy?
