Big Sur terrain challenges firefighters, possible bill would limit utilities' liability after fires

Firefighters say a challenge on the Timber Fire is getting equipment into the rugged terrain. And, Gov. Gavin Newsom wants to limit utilities' liability for wildfire catastrophes their equipment causes.
