The Simpsons present their rendition of 'The Prince and the Pauper' here as Bart switches places with a rich kid he meets at a party. There's a truly great story hiding here somewhere, instead it seems the writers were more interested in continuing on the never-ending saga of Homer being a jerk for absolutely no reason. If there's one this episode does well, it's highlighting just how good a "tuck-in" is.
