The report alleges that both Chinese authorities and certain U.S. entities were involved in a cover-up to obscure the virus's true origins. It highlights that the Department of Justice conducted a secret grand jury investigation into EcoHealth Alliance, a New York-based nonprofit that collaborated with the WIV on coronavirus research. The investigation scrutinized EcoHealth's involvement in "gain-of-function" experiments, which aim to enhance a virus's transmissibility or virulence, and accused the organization of misleading investigators about the origins of COVID-19.

The report criticizes the U.S. government's initial dismissal of the lab leak theory as a conspiracy and notes that the WIV had previously faced biosafety issues. It also points out that researchers at the WIV exhibited COVID-like symptoms in late 2019, prior to the virus's identification at a wet market. The findings have intensified calls for greater transparency and accountability to prevent future pandemics, emphasizing the necessity of understanding COVID-19's origins.
