Few states have the organizational fortitude and support it takes to overhaul the structure of state government. Arkansas is well into the process of moving from 200 boards, commissions and agencies down to a manageable 15 cabinet-level departments. From the vision for rationalizing a bloated and confusing structure, Governor Asa Hutchinson chartered Amy Fecher to lead the complex process that resulted in a statute that was more than 2,000 pages in length and earned so much support that only one legislator voted against it.
