Arkansas is well into the process of moving from 200 boards, commissions and agencies down to a manageable 15 cabinet-level departments. From the vision for rationalizing a bloated and confusing structure, Governor Asa Hutchinson chartered Amy Fecher to lead the complex process that resulted in a statute that was more than 2,000 pages in length and earned so much support that only one legislator voted against it.
