Basic investigations should match the statements and the 911 call. When officers arrive at the scene, the area should be cornered off, the people at the scene should be secured, and evidence should be collected. What would the evidence be in a called-in shooting? A bullet, a hole, and blood spatter. How do you document blood spatter? Pictures from every angle, hundreds of pictures. Should GSR be tested on the people at the scene?
